Whenever there are insufficient moneys in the abandoned oil and gas well fund established pursuant to K.S.A. 55-192, and amendments thereto, to pay the liabilities of such fund, such liabilities shall be and are hereby imposed on the conservation fee fund, established pursuant to K.S.A. 55-143, and amendments thereto, provided such liabilities were incurred in accordance with the prioritization schedule established pursuant to K.S.A. 55-192, and amendments thereto.
