The words and phrases herein used shall be construed as follows: "Aircraft" shall include any machine or contrivance, except parachutes, used for exhibition purposes or for carrying persons or property, propelled through the air and controlled by man, regardless of how propelled or controlled. "Pilot" shall mean any person licensed as herein required, to operate aircraft. "Navigate" shall mean to float or sail through the air by means of aircraft including ground maneuvers necessary therefor.
