The secretary is hereby empowered to adopt such rules and regulations as the secretary deems necessary to carry out the full intent and meaning of article 14 of chapter 2 of the Kansas Statutes Annotated, and amendments thereto. The secretary is hereby empowered to enforce the provisions of this act and the rules and regulations adopted hereunder.
