If the governing body of any city which lies within or adjoins the boundaries of any proposed or organized fire district shall deem it advisable that all or a part of the city be included within the territory of any fire district, such city may be included within such district at the time of its organization or any time subsequent thereto. The governing body of the city shall, not less than 20 days prior to a regular meeting, publish a notice in the official city newspaper of its intention to petition the board of county commissioners that all or a part of the city be made a part of or be included within any proposed or organized fire district in the county and of a hearing on the proposal at the meeting. At the meeting, or any adjournment thereof, the governing body may adopt a resolution
