The commission may impose a civil penalty under IC 7.1-3-23-3 or suspend the permit of a permittee who:
(1)sells a keg of beer for consumption at a place other than a
licensed premises; and
(2)at the time of sale fails to obtain a signed receipt from the
purchaser.
