Duties of Chairman. The chairman shall be the
presiding officer at the meetings of the commission. The chairman,
together with the executive secretary, shall prepare, certify and
authenticate all proceedings, minutes, records, rules and regulations of
the commission. The chairman also shall perform all other duties as
imposed by this title.
