5. "Qualified container" means a new, clean, sealable container that is for the sale of alcoholic beverages for consumption off the premises, that:
(1)has a liquid capacity of not more than four (4) quarts; and
(2)after the container is filled, is sealed with a device or material
that is used to fully close off the container securely without any
perforations or straw holes.
