§ 24-5-27-5 — "Consumer"
(a)As used in this chapter, "consumer" means
an individual who pays, or is responsible for paying, a provider for
intrastate inmate calling services.
(b)The term includes an inmate who pays, or is responsible for
paying, a provider for intrastate inmate calling services.
