(c)For the purpose of establishing and maintaining free public
employment and training offices, the department is authorized to enter
into agreements with:
(1)the United States Railroad Retirement Board;
(2)any agency of the United States charged with the
administration of an unemployment compensation law;
(3)any political subdivision; or
(4)any private, nonprofit organization.
