(a)The department shall establish and maintain free public employment and training offices in such number and in such places as may be necessary:

(1)for the proper administration of this article and IC 22-4; and

(2)to perform all duties that are required by 29 U.S.C. 49 et seq. and 38 U.S.C. 4100 through 4114 and any amendments thereto.

(b)In connection with the duties described in subsection (a), the state agrees to the following:

(1)The state accepts the provisions of 29 U.S.C. 49 et seq. and 38 U.S.C. 4100 through 4114 in conformity with the terms of 29 U.S.C. 49 et seq. and 38 U.S.C. 4100 through 4114.

(2)The state commits itself to the observation of and compliance with the requirements of 29 U.S.C. 49 et seq. and 38 U.S.C. 4100 through 4114.

agency, or officer of the state relating to the establishment,
maintenance, and operation of free public employment offices
shall be vested in the department.
(5) The department:
(A) shall cooperate with any official or agency of the United
States having powers or duties under the provisions of 29
U.S.C. 49 et seq. and 38 U.S.C. 4100 through 4114; and
(B) is authorized and empowered to do and perform all things
necessary to secure to the state the benefits of 29 U.S.C. 49 et
seq. and 38 U.S.C. 4100 through 4114.
(6) The department may cooperate with or enter into agreements
with the United States Railroad Retirement Board for the
establishment, maintenance, and use of free employment service
facilities.
(c) The department may do all acts and things necessary or proper
to carry out the powers expressly granted under this article.
