The commissioner is authorized to enter into reciprocal agreements with the proper agencies under the laws of other states or jurisdictions or of the United States, which agreements shall become effective after filing with the secretary of state in accordance with rules adopted by the department under IC 4-22-2, by the terms of which agreements:
(1)potential rights to benefits accumulated under the
unemployment compensation laws of one (1) or more states or
jurisdictions or of the United States, or both, may constitute the
basis for the payment of benefits through a single appropriate
agency under terms which the commissioner finds will be fair and
reasonable to all affected interests and which will not result in any
substantial loss to the fund; and
