5. Based on the demand for enrollment in the identified courses and the resources available to eligible institutions, the identified courses may be offered through:
(1)onsite instruction;
(2)telecommunication; or
(3)a combination of methods described in subdivisions (1) and
(2);
at on-campus or off-campus sites.
