The commission for higher education shall establish a set of policies for Purdue University Fort Wayne that recognizes its unique role in the Indiana system of public higher education, including policies that:

(1)establish performance funding metrics that are appropriate for the characteristics of the student body enrolled full time and part time at Purdue University Fort Wayne;
(2)permit a higher percentage of on-campus residential housing than is permitted by the commission for higher education for regional campuses;
(3)facilitate the delivery of a broad array of master's degrees and terminal professional doctoral degrees:
(A)that are offered in disciplines needed in the metropolitan area; and
(B)as approved by the board of trustees of Purdue University and the commission for higher
