5. As used in this chapter, "project student" means an individual who:
(1)is an Indiana resident;
(2)has previously enrolled in a postsecondary educational
institution;
(3)has not earned an associate or baccalaureate degree; and
(4)is not currently enrolled in a postsecondary educational
institution.
