All out-of-state public and nonprofit degree granting institutions seeking to offer instructional or educational services or training in Indiana, and the instructional or educational services or training programs, including degree programs, offered by these institutions, whether onsite, online, or through any combination of these or other instructional modalities, must be authorized by the executive officer of the commission, who may develop procedures for authorizing such institutions to offer such instructional programs in Indiana, and who may enter into interstate reciprocity agreements for this purpose.
