Not later than October 1, 2013, the commission shall develop guidelines in consultation with state educational institutions to provide a state educational institution guidance for establishing degree maps for each full-time student attending the state educational institution. The guidelines must include:
(1)procedures for establishing a degree map with a student,
including requirements for adjusting a degree map in situations in
which the student changes the student's field of study;
(2)requirements and guidance for a state educational institution
to determine when the state educational institution must offer a
course at no cost to a student under section 3 of this chapter; and
(3)any provision the commission determines is necessary to
implement this chapter.
