The commission may order the state comptroller to transfer money among the freedom of choice grant fund, the higher education award fund, the twenty-first century scholars fund, and the adult student grant fund as needed to meet the obligations of the funds for a particular state fiscal year. The state comptroller shall make a transfer ordered by the commission with the approval of the budget director and the governor.
