The following definitions apply throughout this chapter:
(1)"Governing authority" means:
(A)the speaker of the house of representatives, with respect to
employees of the house of representatives;
(B)the president pro tempore of the senate, with respect to
employees of the senate;
(C)the legislative council, with respect to employees of the
legislative services agency; or
(D)the Indiana lobby registration commission established
under IC 2-7-1.6-1, with respect to employees of the Indiana
lobby registration commission.
(2)"Professional staff of the general assembly" means a
permanent employee of the house of representatives, senate,
Indiana lobby registration commission, or legislative services
agency whose primary function is:
(A)assisting members of the general assembly in
