In:
(1) any complaint, information, affidavit, or indictment; and
(2) any action or proceeding brought for the enforcement of any
provision of this chapter;
it is not necessary to negate an exception, excuse, proviso, or
exemption contained in this chapter. The burden of proof of such an
exception, excuse, proviso, or exemption is upon the defendant.
