(a)The lead-based paint activities program is established. The purpose of the program is to ensure that a person conducting lead-based paint activities in target housing, child occupied facilities, and any other type of building specified in rules adopted under section 6 of this chapter does so in a manner that safeguards the environment and protects the health of the building's occupants, especially children who are not more than six (6) years of age.
(b)The state department may investigate lead-based paint abatement activities in target housing and child-occupied facilities under the following circumstances:
(1)The state department has received a written complaint about abatement activities.
(2)The state department has been informed of a child who:
(A)is:
(i)not more than six (6) y
