To the extent that IC 5-14-3 and IC 16-4-8
(before its repeal, now codified in this article) apply to the
confidentiality of a record in the possession of a state agency under
P.L.9-1991 before the transfer of the record required by P.L.9-1991,
those statutes apply to the record after the transfer of the record.
