This chapter does not give the agency the
power to levy taxes or issue bonds or confer upon the agency the status
of a municipal corporation. The agency may act only on behalf of the
county, as approved by the board of commissioners or county council
under this chapter, and is considered to be an administrative
instrumentality of the county.
