(a)When the authority, the governing board
of the hospital, the county executive, and the county fiscal body of the
county or the city fiscal body have agreed on the terms and conditions
of a proposed lease and before the final execution of the lease, the
recording officer shall publish notice of a public hearing to be held in
the county or city by the governing body of the proposed lessee. The
hearing shall be held not earlier than ten (10) days after the date of
publication of the notice. The notice must name the day, place, and
hour of the hearing and must set forth a brief summary of the principal
terms of the lease, including the character and location of the property
to be leased, the lease rental to be paid, the lease term, and where the
