The department of local government finance shall publish notice of the submission one (1) time. At least twenty-five
(25)taxpayers in the county who will be affected by the proposed tax
levy may file a petition with the county auditor not later than ten (10)
days after publication, setting forth the taxpayers' objections to the
proposed tax levy.
