After the county council makes an
appropriation under section 4 of this chapter, the board of county
commissioners shall contract with the board to cover the expenditures
involved in the testing program, including funds to assist the board in
the employment of inspectors and quarantine officers and the necessary
expenses incurred in carrying out the testing program.
