The department may grant an exception to section 1 of this chapter if appropriate after considering the general welfare and safety of:

(1)the public;
(2)other persons under its control;
(3)the individual seeking the exception; and
(4)the family of the individual seeking the exception. As added by Acts 1981, P.L.133, SEC.1.
