Text
5. As used in this chapter, "compelling public interest" means any condition in which there is a question of:
(1)the proper appropriation or expenditure of public funds;
(2)the official conduct of public employees or any person who
provides goods or services to the state for financial compensation
under contract or other agreement;
(3)the suitability for receiving a public trust or benefits; or
(4)the public safety or welfare.
