In this Article: "Committee" means the Community Building Complex Committee of Boone County. "Committee" means the governing and administrative body of the Community Building Complex Committee of Boone County. "Metropolitan area" means all that territory in the State of Illinois lying within the corporate boundaries of Boone County. "Community organization" means a not for profit organization that has been registered with this State for at least 5 years as a not for profit organization, qualifies for tax exempt status under Section 501(c)(3) or 501(c)(4) of the Internal Revenue Code of 1986, and has been established in Boone County for at least 5 years; such as the YMCA and the Boone County Arts Council.
