Text

(a)This Section shall apply when the following conditions are met with respect to any tract within the territory sought to be annexed:
(1)the tract is commercial or industrial property;
(2)the tract is owned by a single owner;
(3)the tract is all or part of a parcel that lies on both sides of the Illinois and Michigan Canal;
(4)the tract is all or part of a parcel containing more than 800 acres; and (5) the tract is located entirely within a county having a population of at least 300,000 but not more than 400,000.
(b)If the conditions of subsection (a) are met, then the following shall apply:
(1)Notwithstanding the provisions of Section 7-1-2, the notice of the annexation petition or ordinance, as the case may be, shall be given by the petitioner or corporate authorities, as the cas
