Any municipality may be annexed to another municipality to which it adjoins, by ordinances passed by a majority vote of all the alderpersons, trustees, or commissioners then holding office in each municipality desiring annexation. These ordinances shall specify the terms of the annexation, and they shall be a binding contract if, but only if:
(1)the annexation provided in these ordinances is certified by the clerk to the proper election authority who shall submit the question to a vote of the electors of both municipalities at an election in accordance with the general election law; and if (2) the annexation is approved in each municipality by a majority of all the voters voting on that question in each municipality.
