(a)All child restraint systems, as defined in Section 4 of the Child Passenger Protection Act, and other child booster seats; eyeglasses; food; medicine; or personal medical and health care devices, including hearing instruments; perishable property; any operator's licenses; any cash, credit cards, or checks or checkbooks; any wallet, purse, or other property containing any operator's license, social security card, or other identifying documents or materials, cash, credit cards, checks or checkbooks, or passbooks; higher education textbooks and study materials in a vehicle towed pursuant to this Chapter shall be exempt from a lien under the Labor and Storage Lien (Small Amount) Act and may be reclaimed by the vehicle owner or operator or the spouse, parent, child, or sibling of the vehicl
