Funds made available through the Digital Divide Elimination Fund shall also be used to make grants that further the State's digital equity vision in which:

(1)all Illinoisans are empowered to use and participate fully in an increasingly digital economy and society through universal access to high-speed broadband that is affordable, reliable, and fully scalable;
(2)new and existing resources are used to implement targeted digital inclusion strategies and sustainable broadband equity outcomes; and (3) all Illinoisans are empowered to use and participate fully in an increasingly digital economy and society.
