The majority and minority leadership of the Senate and the House of Representatives, as well as members of appropriate legislative committees and commissions, as determined by such leadership, may annually attend appropriate meetings of the Council of State Governments as representatives of the General Assembly of the State of Illinois and may pay such annual membership fee as may be required to maintain membership in that organization.
