(Text of Section from P.A. 104-123) Sec. 4013. Access to books and records; communication with members and shareholders.

(a)Every member or shareholder shall have the right to inspect books and records of the savings bank that pertain to his accounts. Otherwise, the right of inspection and examination of the books and records shall be limited as provided in this Act, and no other person shall have access to the books and records nor shall be entitled to a list of the members or shareholders.
(b)For the purpose of this Section, the term "financial records" means any original, any copy, or any summary of (1) a document granting signature authority over a deposit or account;
(2)a statement, ledger card, or other record on any deposit or account that shows each transaction in or with respec
