(a)The Department shall offer a special Illinois DREAM instant scratch-off game for the benefit of the Illinois DREAM Fund Commission. The new revenue from the Illinois DREAM scratch-off game shall be deposited into the Illinois DREAM Fund, a special fund that is created in the State treasury. Subject to appropriation to the Illinois Student Assistance Commission, money in the Illinois DREAM Fund shall be used to assist in funding scholarships and other statutory responsibilities of the Illinois DREAM Fund Commission. The game shall commence on January 1, 2024 or as soon thereafter as is reasonably practical.
