If a local impact committee is ordered pursuant to section 63-1603, Idaho Code, the board of county commissioners shall appoint the members of the committee. The committee shall consist of a member of the governing board of each taxing district in which any part of the property of the taxpayer is or will be situated during the term of the impact period, the county assessor, and the chairman of the board of county commissioners, who shall be the permanent chairman of the local impact committee. The board of county commissioners, with the advice of the committee, shall:

(1)Work with the taxpayer to determine the impact on public facilities for a period of not to exceed ten (10) years;
(2)Develop a plan for construction, expansion, or operation of public facilities for a period of not to ex
