As soon as possible after July 1, 1972, the commissioner of agriculture shall conduct a referendum among all eligible growers to determine whether or not the additional tax of one cent (1¢) shall be continued. An eligible grower for the purpose of the referendum shall be any grower engaged in the growing of five (5) or more acres of potatoes. All provisions relating to the referendum shall be prescribed by and supervised by the commissioner of agriculture. The commission shall pay the costs of the referendum. The results of the referendum shall be declared by the commissioner of agriculture, and the results recorded in the office of the secretary of state.
