A person may file a complaint with the board against a professional landscape architect
or the board may initiate a complaint. Unless the complaint is dismissed by the board as
unfounded or trivial, the board may request the department of inspections, appeals, and
licensing to conduct an investigation into the complaint. The department of inspections,
appeals, andlicensingshallreportitsfindingstotheboard, andtheboardshallholdahearing
within sixty days after the date on which the complaint is filed. The board shall fix the time
and place for such hearing and shall cause a copy of the complaint, together with a notice of

thetimeandplacefixedforthehearing, tobeservedontheaccusedatleastthirtydaysbefore

effectedbypublication. Atsuchhearing, theaccusedshallhavetherighttoappearpersonally
or by counsel, to cross-examine witnesses against the accused, and to produce evidence and
witnesses in defense. After the hearing, the board may suspend or revoke the certificate of
licensure. The board may restore the certificate of licensure to any person whose certificate
of licensure has been revoked. Application for the restoration of a certificate of licensure
shall be made in such manner, form, and content as the board may prescribe.
