Apersonrequiredtobelicensedunderthischapterwhooperatesadelayeddepositservices
business in this state without first obtaining a license under this chapter or while such license
issuspendedorrevokedbythesuperintendentisguiltyofaseriousmisdemeanor. Inaddition
to the criminal penalty provided for in this section, the superintendent may also commence
an action to enjoin the operation of the business.
