The insurance commissioner may, by rule, provide for the financing, as necessary, for any
or all programs under sections 507D.2 and 507D.3 by the assessment of fees to insurers
authorized to write property, casualty, product, professional, or other liability insurance
within this state. The commissioner of insurance may assess fees and charges against
persons or entities for costs incurred in providing assistance to the person or entity pursuant
to section 507D.3. Fees collected pursuant to such rules shall be used solely for the purposes
of the program for which assessed, and are not to be transmitted to the general fund or used
for any other purposes.
