The utilities commission shall keep a record of all such franchises granted and issued by
it, when and to whom issued, with a general statement of the location, route, and termini of
the transmission line or lines covered by the franchise. When any transfer of a franchise has
been made as provided in this chapter, the commission shall also make note upon its record
of the date of the transfer and the name and address of the transferee.
