Thedepartment, subjecttoapprovalbytheboard, shalladoptadministrativerulespursuant
to chapter 17A necessary to administer the flood mitigation program. The department shall
provide the board with assistance in implementing administrative functions and providing
technical assistance and application assistance to applicants under the program.
