The enumeration in this subchapter of special powers and functions is not a limitation of
the powers of cities, but the provisions of this subchapter and the procedures prescribed for
exercising the powers and functions enumerated in this subchapter control and govern in the
event of any conflict with the provisions of any other section, division, or chapter of the city
code or with the provisions of any other law.
