Text
After adopting a resolution of necessity, the council may, by resolution, order the engineer
to prepare and file with the clerk detailed plans and specifications, and order the engineer
and city attorney, or any attorney designated by the council, to prepare and file with the clerk
a notice to bidders and form of contract.
