As used in this chapter, unless the context otherwise requires:

1.“Board”meanstheboardofsupervisorsofacounty, orthejointboardsofsupervisorsof two or more counties, in which a district has been incorporated and organized or is proposed to be incorporated and organized.
2.“Book”, “list”, “record”, or “schedule” kept by a county auditor, assessor, treasurer, recorder, sheriff, or other county officer means the county system as defined in section 445.1.
3.“District” means a benefited recreational lake district or a water quality district or a combined district incorporated as a public entity and organized pursuant to this chapter.
4.“Recreational facilities” includes, but is not limited to, real and personal property, water, buildings, structures, or improvements including dams or other st
