1.Ifitisanticipatedthatthesourceofwatersupplywillbeoutsideofandnotundercontrol of any proposed benefited water district, the board of supervisors shall instruct the engineer whoisappointedundersection357.6tomakethepreliminarydesignanddummyassessment to also obtain a written statement from the corporation or municipality which controls the proposed source of supply outlining the terms upon which water will be furnished to the district or to the individuals within the district.
2.This preliminary proposal from the governing body of the source of supply shall be binding and shall be in the nature of an option to purchase water by the district, or individuals within the district, if and when the proposed benefited water district completes its construction and is ready to use water.
