Text
The benefited water district may include part or all of any incorporated city or cities,
together with or without contiguous or noncontiguous territory including cemeteries and all
publicly owned land. The publicly owned property shall pay and bear its proportionate share
of the cost and expense of the water system upon the same basis as privately owned property.
