Text
When the board of supervisors has established the benefited water district, the board shall
appoint a competent disinterested civil engineer and instruct the engineer to examine the
proposed improvement and to make preliminary designs in sufficient detail to permit an
accurate estimate of the cost of the proposed water system to be made. The civil engineer
shall also report as to the suitability of the proposed source of water supply.
