It shall be unlawful for any railroad corporation owning or operating any railroad in this
state, to withdraw agency service, unless it shall first have filed notice of its intention with the
department and otherwise complied with the provisions of this section and sections 327C.8
and327C.9. Uponthereceiptofsuchnoticethedepartmentshallspecifyanoticebepublished
and the railroad corporation shall, at its own expense, cause such notice to be published at
least fifteen days in advance of the action to discontinue such agency and shall file proof
of publication with the department. The notice shall be in such form as prescribed by the
departmentandshallbepublishedinanewspaperpublishedinthecountyinwhichthestation
