1.
a.In developing studies and surveys, the area education agency board shall consult
with the officials of school districts in the area and other citizens, shall from time to time hold
public hearings, and may employ such research and other assistance as it may determine
reasonably necessary in order to properly carry on its survey and prepare definite plans of
reorganization.
b.In addition, the area education agency board shall consult with the director of the
department of education in the development of surveys and plans. The director of the
department of education shall provide assistance to the area education agency boards as
requested and shall advise the area education agency boards concerning plans of contiguous
area education agencies and the reorganization policies adopted by
